A lot of times, Web Designing is confused with web development. The terms "design" and "development" have different meanings and interpretations. The departments can then process those applications and upon the decision get back the user informing them that they are all set and then proceed to installation.
A very general example is an affiliate website promoting certain products or services. Affiliate links keep changing pretty often, and there is nothing you can do but to manually (unless you are using datafeeds, which might require some manual update every few days). Now, besides the links being updated some affiliates expire, some offer better deals than the others.
